This is the arithmetic the Housekeeping screen runs, not an industry model: the same four task types, a stayover service costed at 40% of a full clean, complex units forecast on their own, and total time divided by productive hours per shift. The difference in the product is that nobody types the board in. How the product derives this from your board →

The number that decides this is rarely the room count

It is productive hours per shift, and the gap between a shift and the cleaning inside it. Drop it from seven to six and watch the answer, then decide which of the two you actually believe about your own property.

After that it is the split between a full clean and a stayover service. Counting every occupied room as a full clean is the most expensive rounding error in housekeeping.
